President Donald Trump has introduced a 15% tariff on imported goods made from polysilicon, a critical component in semiconductor and solar panel production, in a move to bolster domestic manufacturing and lessen dependency on China. Set to take effect on December 4, the tariff is part of a broader strategy to enhance U.S. economic and national security by supporting local supply chains.
Polysilicon, an ultra-pure form of silicon, is essential in creating semiconductors for artificial intelligence systems and data centers, as well as solar cells and panels. China currently dominates the global production of this material. The U.S. administration has also imposed minimum import prices: $21 per kilogram for polysilicon, $100 per kilogram for polysilicon ingots and wafers, $0.22 per watt for solar cells, and $0.38 per watt for solar modules and panels, aiming to support the viability of domestic production.
In response, China has criticized the U.S. decision, accusing it of using national security as a pretext to curb Chinese businesses. Chinese officials warn that such protectionist measures could harm trade relations between the two nations. Meanwhile, the U.S. has two significant polysilicon production facilities operated by Hemlock Semiconductor in Michigan and Wacker Chemie in Tennessee, which stand to benefit from the new policy.
The U.S. government is also planning to introduce incentives for companies that invest in domestic polysilicon and related manufacturing facilities. This initiative comes as China continues to report robust growth in its exports, especially in the high-value sectors of electronics and artificial intelligence-related products. The U.S. tariffs and incentives aim to strengthen its position in these critical industries.
